Why are top tier players transferred by European Football Clubs?

Here are some examples of my confusion:

1. Carol Tevez, a West Ham fan favorite, was voted as Player of the Year Award by the club magazine. However, less than 3 months later he’s been linked to virtually every club in Europe.

2. Henry was considered the backbone of Arsenal, then signs a 4-5 year extension deal, yet is now on his way to Barcelona.

3. Preston North End wanted David Nugent to help them move into the Premiership, after a close call in 2006-07. However he has reportedly agreed to join Portsmouth. Why wouldn’t PNE simply say decline if they own his registration?

What gives? Is they answer as simple as, “It’s all about the $$$$$.”?

Any help would be greatly appreciated.
So is it the choice of the club and the player?
So is it the choice of the club or the player?

It depends on the player.

Tevez is a top-quality player who deserves to be playing at a better team than West Ham.

Henry felt that his chances of winning the Champions' League are better at Barca than at Arsenal.

Nugent wanted to play in the Premiership, like most footballers.

If the clubs don't let players go (for the right fee, of course) they risk lower morale - Nugent may not appreciate being held to his contract against his wishes and as such his performances may suffer. Also, the £8m or whatever it is Pompey are paying for him is a massive amount for a Championship team and they will be able to bring in a number of good players to replace him.

Ambition.
Players want to play at the highest level.in the case of Henry,he is approaching the final chapter of his career and it was his last chance to move to a major club whilst still playing at his peak.
