Well if Giggsy is still out there then it should be him for sure, but I see Rio taking the armband most of the games. I feel like he's matured alot this past season and shown both (to borrow your words) the commitment and desire to lead the team.

Give it to Rio since

Giggs is old and has already been there and Rooney is still green

so Rio is my pick since he should get the experience also he wants to be England Captain and his biggest competition are all captains at there clubs (Gerrard, John Terry, David Beckham) so for him to contend for that he should at least captain his own club as well
