Power penalty?

Hi,

Looking on the beeb's website and it described Owen pen as a "power
penalty". Does that just mean he toe-ended it?

Michael Owen is the worse penalty taker in the premiership, he should never have
got that second chance.

Well now,I can't argue as the first attempt was terrible but as the
ref gave the decision to retake can we assume that part of his
thinking was that Cudicini was judged to have put Owen off somewhat.
Granted it's a poor attempt when you can't even force a save.
But RvN(expert penalty taker)didn't convert his first OR second
penalties that he's taken in the last week.
BUT........his team won the respective matches on both occasions by
way of consolation :-(
