Chelsea, and it's not even close.

That's part of the problem, really... teams being able to spend money
that isn't team money... either because it doesn't exist in the case of
Overdraft United or because it's the owner's personal toy bank in the
case of a team like Chelski or Citeh.

How about some broader criteria, such as that which you sensibly apply
to your world class player lists? A European Cup championship means a
whole lot less when achieved in a season that club hasn't had a
commensurate domestic performance.
