you could try using a cleaner such as fantastik or shout, or vinegar usually does the trick.

You can wash it off with warm water and a cloth, but when you say scuff marks do you mean scratches to the outside coat of the ball, becuase you played on a rough surface like asphalt, or are they like pieces of foreign material that scuffed onto the ball surface. In either case, warm water with the cloth will get most of the dirt and foreign material off, but if you scuffed the coating of the ball that's there for good, don't play on concrete, keep it on grass and turf.
