I think you have your answer right in your question, PEOPLE CLAIM, which means opinion, which means NOTHING, so there u go, don't you know by now that people just go by their own bias toward what they like.
That's why soccer is so great whoever wins is the best and that's a fact. No opinions can effect the outcome which is the way it should be...
The only factor we have in club football to determine the best is the winner of the Champions League every year.
Man U represents the Premier League so they are the best this year.
Just like AC Milan who represents the Serie A won last year so they were the best last year.
And whoever wins the Champions League next year will be the best for that year until the following year. and so on...

Any other factor but who actually wins is just opinions of fans which don't mean anything. Sorry to burst people's bubbles but opinions in sports mean nothing, only concrete facts which is who WINS end of story...
