To be fair Maldini has been at Milan since he was a kid so hardly went as a has-been, Ronaldinho is only 28, Dida & Seedorf were also in their prime when signing.

If you mean why are certain players at Milan older, it is because the game in Italy is generally played in a less phsical way than many other leagues. It is a league where technique is used more than speed and strength, in late 30's the players have lost strength and speed but still possess great technique.
