He's going confident that Kremlin assassins like him can kill anyone in England they want - Polonium-210 in the tea, radioactive poison - like he did to Alexander Litvinenko in London - and escape to Russia.
Lugovoi has killed in England - everyone knows it - and what is England going to do? Stand and watch and take it?
What is Her Majesty's government going to do? Nothing?
